I have the honour to refer to my telegram No. 314

of 22nd April, 1941, in which I stated the gist of the

report of the Commission appointed by General Norton, as

Acting Governor, to enquire into the administration by

Mr. R.A.D. Forrest of the recently created Immigration

Department. I enclose six copies of the report and a copy

of the evidence.

The report was considered by the Executive Council

on 17th April, 1941, and they advised its general

acceptance. On the advice of the Director of Medical

Services and of Dr. Dean-Smith, who has been attending

Mr. Forrest, I have not allowed it to be published or a copy

to be furnished to him. Mr. Forrest was re-admitted to

hospital on 14th April, 1941, 'a very sick man' (vide report

of the Medical Board) and was discharged on 6th May, 1941.

I again consulted the two medical officers above-mentioned

on 5th May, 1941, but both demurred strongly to a copy being

placed in his hands at that time. Since then I have

3. received Your Lordship's telegram No. 381 of 5th May, 1941,

confirming this course of action. I enclose a copy of the

report of the Medical Board together with an earlier report

by Dr. Dean-Smith on Mr. Forrest's mental condition when he

was admitted to hospital on 12th March, 1941. Mr. Forrest

expects to leave the Colony for Australia about 20th May,

1941.
